josm doesn't read action=delete from osm file

deleting a node and storing to an osm file works. osm file has a correct action=delete
but opening this file again doesn't allow to upload the change.
problem exists for couple of days already and is still present in latest 2949

set the modified flag when reading a deleted primitive
