"Delete duplicate ways" doesn't remove from relation

Description

If you have duplicate ways, both of them in a relation, and use the validator to delete one, it doesn't remove it from the relation, which causes problems with preconditions on upload.

Validator does no longer offer to fix the duplicate way error if more than one of the ways is member of a relation.
