Put MRU list in File menu

Description
Many Windows apps create a list of Most Recently Used (MRU) files, usually in the File menu. It would be nice if JOSM did this, and allowed the user to specify the number of files in the list. It should work for files that are either dragged onto a running JOSM or opened with File->Open. It should _not_ keep photos in the list (because of the typical volume of them - one doesn't usually open just one photo).
