[patch] Mouseover combin tags dialog wrong

Description

When joining a way with conflicting tags, a dialog to solve the conflicts comes up. This dialog has a mousover telling what each lines does. This mouseover always contains the text for the last line, even when over other lines containing other tags.

The tooltip contains the text of the last rendered line, but for the user that makes no difference.
