Download relation members takes a long time to return

Description

When you Download members on a relation, after the download it does 'Preparing data set'. If the other relations already loaded have a good number of members, it takes many seconds to return. During that time, there's heavy flashing in the Relations dock, where it continually selects/deselects the other relations. Sometimes it takes even minutes before returning control.

For instance, load this area in JOSM and Download Members on the Nederland relation:

On my machine it took at least over a minute for it to return control to me.

Tested on 2447.
