Wrong behavior when re-downloading modified ways

Description

In r2417 do the following:

  • download an area
  • add a node to an existing way
  • re-download the same area (or do Update Data)

The new node is not part of the way anymore.

Relations also forget new members when the data is updated. Moved nodes or added tags persist.

I'm pretty sure this was fixed in r2418. I can't reproduce anymore in latest r2436.
