Validator: show meaningful tooltips

Description

In the list of Validation errors tooltips are shown when hovering over error categories. These tooltips seem to be always the same as the name of the error itself. This is not at all helpful.

It would be more useful if the tooltips showed a little more extended description like the ones from ​http://wiki.openstreetmap.org/wiki/JOSM/Plugins/Validator#Validations
