it seems that the layers are not painted according to the order in the layer list, but instead the one last clicked at is drawn first?

Can confirm this behaviour for builds 754-766 (or so).

But this is not a bug, it's a feature, if I understand "the one last clicked" right. That one is the active layer then and gets painted on top of all others.

Can't see that as a defect.
