It's a confusing edge case. But perhaps after #3422 it would be best to include a comment=* key by default in ""Tags of new changeset"" and update it if the version in Settings is changed, and vice-versa.

That way ""Tags of new changeset"" will always have an inclusive listing of the tags the changeset will get.",defect,closed,minor,Core,latest,fixed,,
