[PATCH] Wrap OpenStreetBug Tooltips

Description

  • Wrap OpenStreetBugs tooltips so they take a maximum of 2/3 of mapView width (otherwise it's impossible to read them directly in the map if they are longer)
  • Remove some dead/old code determining the width
  • Cache valid/invalid icon (apparently they have been loaded for each bug?)
  • Draw tooltips/selection borders above all other (in)valid icons
