Allow uploading without closing changeset

Description

When doing some larger work (drawing many buildings from aerial imagery or doing some larger work), it is good to upload often (so you don't loose the data if something goes wrong), however this creates many changesets and clutters your history of uploads.

Ability to upload changes without closing changeset (and then closing it later) would be useful.

On my computer JOSM seems to be favourite target for OOM killer and upgrading memory is not possible (not without replacing CPU & motherboard, which is rather an expensive solution)

This is a duplicate ticket. In my opinion this has a low priority: For not loosing data you could save your data to a local file. After finishing your work you can upload all your changes at once.
