Measurementdialog not visible alone

If all toggle dialogs are closed and measurementdialog should be the last one, the Measurementdialog is not displayed.

1. make sure measurementplugin is installed (e.g. start josm and download measurmentplugin)
2. start josm
3. create new datalayer
4. close layerdialog

Before "4." LayerDialog and MeasureDialog is displayed. After "4." no toggle dialog is displayed.
