there is no possibility to add/create a new (empty) datalayer, if not by a workaround (download very small windows to new layer or download to new layer and delete data inside). IMHO there should be a simple function that says: "new layer", like there is e.g. for WMS (blank layer). Also, there is already a function to merge two layers.
