New relation editor overemphasizes relation ordering

Description
Most OSM relations don't care about order yet. Replacing what was previously one "Selection -> Relation" button with 2-4 buttons (depending on if the relation has data already) is likely to confuse newbies.
Perhaps the button that appends to the end of the relation should be made more prominent?

Perhaps you could also disable the "Add all primitives ... before the first member" when no members exist in the relation. Then having a selection & creating a new relation would present users with only one button.
The buttons don't do anything differently in that case since there's no existing entry in the relation to put things before or after.
