Disable tools and presets menus when no data is available

JOSM (1788) allows to use the tools and presets menus when no data is loaded, too. To reproduce launch JOSM and try using menu items without loading data first.

Expected behavior: Tools and preset menus are disabled if not data is available or selection is empty.

At least presets menu will not be disabled, as the presets have informational purposes when no selection is done.
