not this: ​http://www.openlayers.org/api/OpenLayers.js

It's likely to break if OpenStreetMap.js gets out of sync, the OSM OL is more likely to be in cache and has been minimized.

No, not maybe. A lot of users of OpenStreetMap.js broke when the main site upgraded to 2.8 for this very reason.
