The Tested version of JOSM (1669) will download a wmsplugin that needs 1722 and a validator that will need 1725.

Because of the fact that JOSM "warns" the user that the plugins are out of date, this essentially results in a non-working configuration.

I think this is a defect. Software should not download other software that renders itself unusable. (If you think updating software to cripple it is normal, you may need to change operating system). JOSM should be able to check (and should check) that the plugin it is going to download is a usable plugin.

This is already fixed. Probably the fix was after the 1669 release.
