Uploading doesn't work

It always ends with an error. Since several days already, always re-doing my edit. The displayed error message is not useful at all. But it says on the commandline:

Communications with http://www.openstreetmap.org/api established using protocol version 0.6
PUT http://www.openstreetmap.org/api/0.6/changeset/create... Forbidden

What's happening?

What JOSM version do you use?

It seems to be the same error I have (I just wrote to Talk-de).

In JOSM (1529 + 1553) I get a window with the following error message:

Übertragung wegen eines Fehlers abgebrochen (Wiederholung in 5
Sekunden):java.io.IOException: Server returned HTTP response code: 403
for URL: http://www.openstreetmap.org/api/0.6/changeset/create

I use Debian (LANG=de_DE.UTF-8). I only added a tag (oneway=yes) to one street.
Yes, there is a special character in it.

Maybe it is related to Ticket #2399?

I changed my settings to public editing, no problems anymore. (I am not the one who opened that ticket!)

I (the original poster) tried this several times using the (then) "tested" version (1529) as well as the (then) "latest" (1541) version, which both produced the exact same problem.

Didn't try a (since then) newer version (yet).

And yes, this is a major bug, as it effectively hinders me from submitting any edits.

I have the same kind of problems with version 1529 and 1555. Have tested with API url http://www.openstreetmap.org/api and http://api.openstreetmap.org/ with same result. At the moment stuck with a changeset with more than 500 updates. Cannot download new data either. I have double checked my settings to see that my edits are public as well.

The "Forbidden" message appears ONLY if you have not made your edits public. Since API 0.6, editing is not allowed for people who have not made their edits public. This is not a JOSM bug, but JOSM has been improved to display a better error message in this situation.

Go to www.openstreetmap.org, click "Log in" in the upper right corner, enter username and password, hit the login button, click on your username in the upper right corner, then click on "my settings". At the bottom of the page you will find a button saying "Make all my edits public". Click this button.
