Preset dialog for house numbers should have autocompletion

At the moment, the street and place information is static across multiple calls to the preset for house numbers but there's no autocompletion when changing the street name.

JOSM has a pretty good autocompletion when setting (street) names when using the attribute editor directly. This autocompletion should also bei used for the street names (and possibly city-names) in the house number dialog.
