Ways don't fully show up when they don't fit into the initial download in JOSM

In JOSM, if you have a large number of segments in a way (a motorway), only segments in the first downloaded area will be included. Subsequent downloads of different areas will not show the ways segments as part of that Way.

This took 4 downloads to finally got a failed merge. The first screenshot shows the whole area with the unmerged section of the A27. The second shows a zoomed in view of the same section after saving and reloading the OSM file.
