"Wireframe View" should be turned into a JosmAction

Description

Since "Wireframe View" in the View menu isn't a JosmAction it doesn't get a tooltip. It should be turned into an action similar to ToggleGPXLinesAction.

There's a ​TODO for this in MainMenu.java.
