Add a configurable preference to allow user decide whether use "name" or "name:langcode"

Description

The recent JOSM update switch default rendered name to name:langcode (name:en here). This is not a good idea. Mostly, I prefer "name" to "name:en".

Use the advanced option "mappaint.nameOrder". I'm not sure if this should be visible to all users.
