The link from the startpage ("latest more or less stable JOSM (1344)") links to josm-tested.jar, which is Version 1212, not the Version 1344.

has bee fixed by stoecker in WikiStart?version=82

the mechanism that creates the symlink was broken. normally the wiki is checked once every 30 minutes and the link is changed if the wiki has a new revision number. should be fixed now.
