Description

Editing ways that are close to or intersecting landuse/place areas are difficult to edit. Very common case is a road/track just outside of a forest. It is hard to select nodes for editing without selecting the neighboring element and auto-snap frequently grabs the neighbor's nodes and requires an undo.

Suggestion: Intorduce an operation to quickly move all polygons (all elements that are currently rendered with a fill in JOSM) into a seperate layer (identical location and id). This way ways and areas don't interfere wile editing, rendering can be disabled if they are not needed or there is an optical separation as inactive layers are rendered differently.

I'd like to see a more generall feature to move the current selected items to another layer. For mass adding such nearby nodes and for speed reasons when the main layer is quite full.
Mightend this be the right thing for your purpose too?

But for occasional node setting I've just discovered that holding CTRL while setting a node prevents snapping on existing ways.

This would be really helpful, but there is no shortterm solution for this. JOSM's internal structure currently does not support this.
