Faulty text: Open the OpenStreetBugs window and activates the automatic download

The problem lies with the verb forms, either it should be "Opens....and activates..." or "Open...and activate..."

Since the string is an explanation (afaict) to the menu item "Open OpenStreetBugs" my vote would be for the former (with -s)

Checked against svn (​http://trac.openstreetmap.org/browser/applications/editors/josm/plugins/openstreetbugs/src/org/openstreetmap/josm/plugins/osb/gui/OsbDialog.java) as of 20081229
