JOSM could automatically download the data for an area, if the user moves around the displayed area - just like Potlatch is doing it.
Currently, the cycle of moving, download, moving, download, ... is a bit annoying.
Obviously, this should be done sensible to avoid server overload.

This has been implemented by the continuosDownload plugin.



I hope to understand your point. It seems right as long as you don't scroll and zoom a lot (maybe even too much).
But often I move forth and back, in and out a lot, before I decide to load OSM data of an area. So I don't see a way how to handle this more "sensible" than the way it works right now.
I guess that such a mode would be more troublesome to the server (if loading with no/minimum delay) or the user experience (if loading with a great delay to avoid unintentional downloads) than it would be helpful to you.
