Make icons in menus deactivatable.

Description

The icons (espacially in the preset-menu) slow down the menus time-to-display significantly. There should be a preferences-switch to deactivate them.

You can make you own presets file without icons.

I don't think this should be a general option. If menu icons slow down too much, then JOSM is anyway at the edge of being usable.
