Add cemetery=sector

​osmwiki:Tag:cemetery=sector has more than 10k usage.

The proposal seems to have been controversial 5 years ago but the tag usage is constantly increasing, so I think we should add it?

The negative points at the proposal were:

Bad key, cemetery:xxx=yyy suggested

The reason was that it is not a "subtag" of landuse=cemetery. However we also have the same situation with cemetery=grave. We can add a validator warning "landuse=cemetery together with cemetery=sector" (There are about 2500 such objects). Also no cemetery:xxx=yyy was invented meanwhile (if we ignore the 2 cemetery:section objects and the 2 cemetery:part objects).

area=yes is not required (accepted)

of course we add it without area=yes

some comments against allowing "name"

we should go with optional ref an optional name
