Description
when shutting down josm without saving or uploading data there is a popup saying "There are unsaved changes. Discard the changes and continue?" and 2 buttons in German language "ja" "nein" (German is my OS-Default, but I'm running JOSM in english (though it says on startup: "Unable to find translation for the locale: English reverting to English.").
I think it would be more intuitive to have a message: "There are unsaved changes." and three buttons (from left to right): "Save then quit" "Quit without saving" "Cancel".

this is valuable input, but should be placed in the existing dispute about JOSM exit dialog on unsaved changes within ticket #1425
I'll just drop a note there, to consider this proposal.
