josm menus only work on screen 0 with xinerama enabled

Description

if ximerama is enabled on xorg, the menus will not display when the josm window is on screen 1

by moving the josm window to screen 0, the menus display as expected.

perhaps this is related to #1688 in that some xorg convention is not being folowed? Unfortunately, I am not gui/java dev, so I have no clues as to why.

note: this happens on both 1042 and 1059

works for me: Menus are on screen 0 and on screen 1.

The only problem: If I open JOSM on screen 1 all dialog box are still opened on screen 0. But other applications have the same problem.
