Ability for way to take on properties of a segment when way is created using existing segments

Description

When a way is created and properties are detected on the line segment, the user could be asked whether and what line segments should be moved to the way.

Great for support old editor styles of having names etc. on the line segment.

as the "old style editors" are gone for a long time now and as property support for segments are fading away anyway, I'll close this.
