"New picture layer from file" menu item seems named for only opening new pictures

Description

New picture layer from file menu item seems named for only opening new pictures.

But in fact it is also the way of opening old pictures that we have already completed working on last time.

So maybe it should be named more like the main JOSM Open... or something.

OK it is true that it is indeed a new layer...

I don't understand the problem. "New picture layer from file" is exactly what it does. It adds a new layer with the picture you choose in the window. If you already added this picture once in the past seems totally irrelevant here.

I think
https://wiki.openstreetmap.org/wiki/JOSM/Plugins/PicLayer
needs to add a workflow sample.

It says how to do all the steps.

But it doesn't say what to do the next day after coming back to the office and turning on one's computer and wishing to view again the image we completed processing yesterday.

Your linked page says:

Saving the cal file

Right click on a layer, "Save picture calibration..."

Calibration files are saved in the same directory where the image was loaded from.
Loading the cal file
It will be loaded automatically when loading the picture based on the file name (picture.png.cal for instance). You can also load a cal file manually with "Load picture calibration..."

Isn't this the documenation you are searching for?

There is even already a workflow as animated gif at https://wiki.openstreetmap.org/wiki/JOSM/Plugins/PicLayer#Geo-referencing

Wiki page can be improved by everyone if needed.
