Layers don't move up/down correctly if multiple layers are selected

Description

What steps will reproduce the problem?

  1. Select the 2 first layers out of more layersin the layer view
  2. Hit the arrow down key

What is the expected result?

Layer 3 moves to position 1, layer 1 moves to position 2, layer 2 moves to position 3

What happens instead?

Layer 3 moves to position 2, layer 1 moves to position 3, layer 2 moves to position 1
