I have plenty of raspberry bushes to tag, since it's a serious food source for the lone hiker. :-)
OSM wiki tells me that
1) scrub can be used on nodes [it's a lone bush after all]
2) taxonomy can be used on scrubs
First, josm core (erro icon) and validator (warning) cried about #1. Preset won't allow it either.
Second, taxonomy subkeys seem to be unknown: taxon:en and taxon:species (along with possibly the others) seem to be used features (if not that widely as genus or taxon itself), while validator complain about "presets do not contain property key".

natural=scrub is defined in the wiki as "Scrub (shrubland, scrubland, brush) is a plant community characterized by vegetation dominated by shrubs (bush), often also including grasses, herbs, and geophytes." and "Uncultivated land covered with bushes or stunted trees"
This describes "larger areas" only. For single bushes use osmwiki:Tag:natural=shrub instead.
