I was not really looking at the existing tagging, so I tagged a way as layer=1 although it already had that tag.

Command stack shows: "Set layer=1 for 0 objects", funny :-)

Yes. The others option would be to filter these out or print an error message.

The error message would be disturbing and filtering them out would result in confused users. So the nothing done elements will be there :-)
