How was the empty tag created? If outside JOSM I don't see what we could do.
Outside JOSM. It's not about how this was created, but that JOSM should allow to fix this.
Two solutions:
- do not drop these tags on import, so the user can delete them
- when the tags are dropped on import mark the element as modified, so on next upload it will be uploaded correctly

Wonder when we get the first "I didn't modify anything, but JOSM says data is modified" reports :-)
Hopefully there isn't so much stuff of this type in the database and it is fixed mostly silently.
