Thanks for your report, however your ticket is incomplete and therefore not helpful in its current form.

What steps will reproduce the problem?

1.) Download the area (3km x 3km) with lots of small ways (eg. buildings)
2.) Draw the missing buildings but only in the download area (It's mostly about those at the top edge)
3.) Send the data to the server
4.) On the server there are duplicates buildings

What is the expected result?

All data from the selected area required to be downloaded to avoid creating duplicates

What happens instead?

missing nodes and ways at the edges of the downloaded areas

What projection do you use ?

Had this problem years ago while using other projections than Mercator.

Please try with josm-latest. Should be fixed.
