Conflation: the conflict-resolution dialog shouldn't be modal

Description

When I use the conflation plugin to merge two objects, it brings up a dialog to confirm the merge. This dialog is currently modal, so while it is up, I can't use the rest of the application. I however need to use the application to decide how to resolve the conflict. For instance, the conflict may be a building being a "house" or "apartments". I need to at least look at the aerial imagery to make this determination, and I want to do this while the dialog is up. Thanks.

Is this a problem of the plugin or JOSM core's conflict dialog ?
