rename text key "Horse" to "Horse riders"

Description
What steps will reproduce the problem?
Look at a preset panel that contains a field for access key "horse", e.g. for "highway=path"
What is the expected result? What happens instead?
see "additional information below"
Please provide any additional information below. Attach a screenshot if possible.
According to the OSM wiki the access tag "horse" clearly belongs to (mounted) horse riders and not to people leading horses (dismounted) nor to horse carts, for horse carts there is the access key "carriage", see:
https://wiki.openstreetmap.org/wiki/Key:horse
and http://wiki.openstreetmap.org/wiki/Key:access
JOSM should make this clear by using a horse riding specific label instad of just "Horse", I propose to use "Horse riders" instead (in German: "Reiter" instead of "Pferd")
This would have to be changed in the following presets (I assume):
- <group name="Barriers"
- <chunk id="barrier_4">
- <chunk id="barrier_5">
- <item name="Road Restrictions" ...>
- <item name="Path" ...>

It seems "horse rider" is not really a phrase used in english. "equestrian" seems to fit better.

That may be, perhaps, see http://www.quora.com/What-are-horse-riders-called
An alternative may be "On horseback" (like it is already called at the crossings).
I can also open this as an issue in the github repository of iD and we can see what they say, they are English speaking and iD and JOSM should use the same expressions.

After rereading and rethinking it seems to me that renaming "Horse" to "Equesrian" would not help anything because also a carriage driver usually is an equestrian.
https://en.wikipedia.org/wiki/Glossary_of_equestrian_terms says:
- An equestrian is "An individual familiar with horses and horse handling. It can also refer to someone riding a horse...", and
- Equestrianism: "Also called horsemanship, the art of handling horses, particularly the art of riding, but also applicable to driving and other disciplines."
https://en.wikipedia.org/wiki/Equestrianism says
"Equestrianism ... more often known as riding, horseback riding (American English) or horse riding (British English) referring to the skill of riding, driving, steeplechasing or vaulting with horses. This broad description includes the use of horses for practical working purposes, transportation, recreational activities, artistic or cultural exercises, and competitive sport."
Also the so called "equestrian federations" deal with (carriage) driving:
- https://en.wikipedia.org/wiki/United_States_Equestrian_Federation
- https://en.wikipedia.org/wiki/British_Equestrian_Federation
- https://de.wikipedia.org/wiki/Deutsche_Reiterliche_Vereinigung
See also https://www.sokanu.com/careers/equestrian/ : "What is an Equestrian?
Also known as: Horsewoman, Horseman, Horseback Rider, Horse Rider, Equestrian Educator, Riding Instructor, Stable Manager, Barn Manager. Due to the wide range of professions available within the horse industry, an equestrian can be anything from a horse trainer and manager to an equine sports massage therapist. The common denominator between all positions is the hands-on working environment where horse care and training are an integral part of the daily routine. Equestrians prepare horses for competition in a variety of disciplines, manage equine diet and nutrition in preparation for breeding, and work with students of all ages to improve equitation."
Therefore I would better leave it as it is than rename "Horse" to "Equestrian" (since at least everyone knows what a horse is).
I am not sure what to do or to propose now. "Horse rider" is sometimes used, examples:
- http://www.highwaycode.info/rules-about-animals-47-to-58 "Equestrian crossings may be provided for horse riders to cross the road and you should use these where available (see Crossings). You should dismount at level crossings where a ‘horse rider dismount’ sign is displayed."
- http://www.usa-traffic-signs.com/SearchResults.asp?Search=equestrian "The Equestrians Crossing Road sign (W11-7) is used to alert motorists in advance of locations where unexpected entries into the roadway or shared use of the roadway by horse riders might occur."
But I think it is better to research and rethink this a bit more before changing anything and possibly make it worse than it is.
