Do not let users modify the created_by metadata tag content

Description

While analyzing OSM Contributors edit, we can generally verify the software used accessing the Changeset created_by metadata tag.

But while uploading from JOSM, the user can modify the content of the created_by tag.

In the Panel Tags of new changeset, I propose that this tag should be read-only to assure that the information about JOSM be always available in the Changeset metadata.
