download and upload progress dialog boxes should remain over parent JOSM window

Description

When downloading data, the downloading progress box appears. However, on switching to another application (in windows) and then coming back to JOSM, JOSM only shows the main gui only, which is disabled, as it is still downloading. (alt-tabing to JOSM shows the progress bar over the window)

Same for the Upload progress dialog

just a niggling thing ;)
