josm --download=48.000,16.000,48.001,16.001

This invocation worked fine with 8507 and is broken from at least 8514 on. In early releases after 8514 there were error messages, but these are gone in recent releases. However, the data for the given extent is not loaded in any version >= 8514, apparently.

I haven't tested whether other input than bounds works.
