Buttons don't show up resp. don't work

Description
its hard to analyse where the problem is. I will try to subscribe the conditions
Defect:
- If you install the plugin, then the buttons (green+red arrow, ...) will appear in the left column, but nothing happens, if you click them
- if you restart josm then the buttons are gone. You still have the submenu of piclayer in josm, but if you check those buttons, to bring them into the left column, they will not showup anymore.
- reinstalling the plugin doesn't change the behaviour.
Since other plugins work with there buttons, its not a global problem.
I think it has to do something with versions of components, so here the list:
OS: OpenSUSE 13.1 (64bit) with all actual updates
Java: 1.7.0_85 (openjdk)
JOSM: 8491
PicLayer: 31241

yes, here is the order:
- open josm
- load map segment
- load bing map
- load picture
- select picture layer
- try to activate buttons in the left column with submenu "add buttons", looks like "fast forward button"

hmm, maybe its something different: conflict between plugins?
added the messages from the console as file, just starting josm. There is also a block of info, where are plugins are listet with there corresponding versions. The other actions didn't produce log entries

just for documentation: of course loading map and bing produced log messages, those were not added.

As I mentioned in my ticket https://josm.openstreetmap.de/ticket/15692 (which I created before finding this one), it is possible that the issue is that PicLayer sets its layer as visible, but not active. After manually setting it as active, the buttons do show up in the Edit toolbar and they do work. Notice there is a quirk when the plug-in is installed: the buttons are added to the Edit toolbar, even though the picture layer is not active! So they seem do to nothing, and after restarting JOSM, they disappear.
By manually activating the picture layer created by the plug-in when importing an image, I was able to see the buttons show up and to use them properly. If I manually activate another layer, the buttons instantly disappear from the toolbar, but they still show up in the "more buttons" double-arrow context menu, which is very confusing for the user. Also, if the user has not manually enabled the Layers view, he/she will never realize that the newly-created layer exists and is visible, but not active.

Have you tried to select the picture layer as active in the layers list?
