Josm very slow when the view is outside an imagery limit

What steps will reproduce the problem?

  1. Load some data around an imagery limit
  2. Load the imagery
  3. Move the view

What is the expected result?

Normal view scrolling

What happens instead?

very slow scrolling

Please provide any additional information below. Attach a screenshot if possible.

You can use the attached Josm session.
It's even slower with the Potlatch paint style.

What's an imagery limit?

The boundary of the imagery layer.
Bing's imagery is covering all the earth, but it's not always the case, like the one used in the attached session.
The "Loire-Atlantique - Orthophotos 2012" imagery covers only a county.

In 8488/josm:

Properly handle situation, when tile server returns something else than image file but still gives http status code 200 (like html error page). Closes #11553
